He struggled after moving from Everton to Chelsea for £15 million in 2018. He appeared in 58 Premier League games in five seasons and was also sent out on loan to Aston Villa.
He left Chelsea by mutual consent at the end of August.
Barkley is the 12th recruit for Nice this summer.
The club is owned by British company Ineos which is run by Englishman Jim Ratcliffe.

Three of the summer signings Nicolas Pepe, Joe Bryan, Mads Bech Sorensen, are on loan from English clubs. Danish goalkeeper Kasper Schmeichel, was bought from Leicester, while Wales midfielder Aaron Ramsey arrived after his Juventus contract was terminated in July.
Nice finished fifth last season but have made a sluggish start to the new campaign. Barkley will not be eligible when they start their Europa Conference League campaign against Cologne on Thursday.
