About the Job
- The Programme Analyst (RH/FP) will provide technical support in Reproductive Health and Family Planning for the UNFPA Nigeria Cross River Sub Office, provide oversight of programme implementation; guide and facilitate the delivery of UNFPA’s programmes; and, ensures the appropriate application of the tools, available guidelines and procedures for reproductive health and rights and Family Planning.

Job Purpose
- The Nigeria Country Programme is implemented through the Country Office in Abuja and the 04 decentralized offices in Kaduna, Maiduguri (Borno), with a Liaison Office in Lagos (LLO) and Calabar in Cross River.
- The Cross River Sub Office (CRSO) is covering Imo, Abia, Benue, Ebonyi, Akwa Ibom and Cross River states including other projects and satellite activities of the Organization in the South-South and South-East geo-political zone.
- The Programme Analyst (RH/FP) analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks.
- The Programme Analyst guides the development of methodologies as well as capacity development in RH/FP to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA.
- S/he works in close collaboration with the Country Office to ensure compliance with technical norms in line with international best practices and the rules and regulations of the United Nations.
- S/he supports the States and other Implementing Partners to build capacity in Reproductive Health and Family Planning at all levels of the health systems within the states.
- The CRSO works with Implementing Partners to support Maternal Health, Sexual and Reproductive Health (includes ASRH), Gender based violence programmes, and data collection and use including in humanitarian context.
- The CRSO plays the coordination role in the geographical zone and performs oversight functions, supporting the Abuja Office in resource mobilization, strategic planning and monitoring and evaluation.
Main Tasks & Responsibilities
- In collaboration with State Government counterparts, NGOs and other partners contributes substantively to integrate reproductive health and rights dimensions in UNFPA programming, monitoring and evaluation and ensure that reproductive health and rights issues are taken into account in addressing population issues.
- Support the CRSO to ensure the scale up of the Reproductive health and Family Planning Programmes especially with regards to strengthening systems at the state level for service delivery and demand creation.
- Provide technical support in collaboration with staff at the CRSO and the Country Office on efforts at the sub-national level to analyze Reproductive Health and Family Planning commodity systems to assure availability of family planning commodities and other life-saving maternal commodities and medicines
- Provides technical assistance in the states under the decentralized office within the framework of agreed work plans for successful implementation of the integrated Reproductive Health and Rights and Family planning component of the Country Programme is in line with the National Strategic Framework and all policies and plans for the effective and efficient provision of RH/FP services.
- Support the strengthening of the health commodity logistics systems in line with priorities defined in the State and national Health Strategy document, and in line with national and international protocols and guidelines including but not limited to the National Reproductive Health Commodity Security Strategic Plan.
- In collaboration with other technical staff and government and NGO partners, provide support to national and states initiatives e.g. Development of State Costed Implementation plan, the Navision software for commodity logistics management, the scaling up of DMPA_SC (Sayana Press), Setting up of Zonal FP commodities warehouse hub, etc. to improve Reproductive Health and Family Planning services to the populace.
- Work with other technical colleagues to create and deliver effective evidence-based advocacy messages efforts on Reproductive Health and Family Planning in collaboration with partners in order to facilitate the adoption of an integrated approach to SRH and holistic quality reproductive health service delivery to targeted beneficiaries taking into account political and social sensitivities.
- Provide technical and programmatic support for, and identify, document, and disseminate lessons learned and best practices in these programme areas.
- Conduct regular technical supportive supervisory and monitoring visits to project sites and locations of IPs in collaboration with other UNFPA staff and Partners to improve the quality of programming and service delivery
- Mobilize government counterpart obligations and explore opportunities for additional resources mobilization in support of Reproductive Health and Rights/FP initiatives in the states under the CRSO.
- Analyze and interpret the political, social and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks.
- In conjunction with other technical staff at the CRSO, provide support and guidance to Implementing Partners on programme planning and development, implementation and monitoring of activities including reporting and retirement process and state level planning and reviews of AWP activities.
- Prepare quarterly and annual reports on programme implementation and financial status and provide technical support to IPs in the preparation of their Annual Work Plans (AWPs) for all the states and Partners supported by the CRSO
- Provide partners with the technical backstopping, assistance and advice on the strategic direction for strengthening the delivery, access to and quality of Reproductive health and family planning services.
- Provide technical updates, training and mentoring for partners in relevant clinical and technical areas related to family planning and reproductive health
- Promote UNFPA visibility in the states under the zonal CRSO,
- Carry out any other duties as may be required by UNFPA leadership.
Educational Qualification
- Advanced University Degree in any of the following – Nursing, Public Health, Medicine, Demography, Social Sciences, or other related discipline OR
- First Degree with 4 years of relevant experience in managing programmes related to Reproductive Health and Family Planning (RH/FP).
Knowledge and Experience:
- 2 years of relevant and increasingly responsible experience in managing RH, health programmes, or Gender Based Violence programs with significant national and/or international experience in advising on reproductive, maternal and newborn health, family planning, Adolescent SRH, with strong Programme coordination capacities and with clear knowledge and understanding of gender equality.
- Interpersonal and communication skills for the dissemination of information and advocacy activities.
- Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures, an asset.
- General knowledge of the principles and operational aspects of integrated RH/MH care.
Languages:
- Fluency in English is required.
- Knowledge of other official UN languages is desirable.
