It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Job Title: Roster of Consultant – Learning Designer

Purpose of ConsultancyThe consultant will perform the following tasks:

Design and develop WHO Academy Learning Programmes in preparation for the next batch releases.
Provide technical guidance to post-launch programmes improvements and developments.
Focus on transversal competencies that are applicable across learning programmes in the Academy and ensure effective learning assessment.

Background  

The WHO Academy is a priority special initiative of the WHO transformation agenda and supports accelerated learning and capacity building towards achievement of the 13th General Programme of Work targets. On 11 June 2019 the President of France and the Director-General of WHO signed a Declaration of Intent to establish the WHO Academy that will revolutionize lifelong learning in health.
The Academy brings together adult learning science, behavioural science and cutting-edge learning technologies such as artificial intelligence and extended reality with WHO’s norms, standards and evidence to deliver high impact accredited and tailored multilingual learning to meet diverse needs.
The Academy is open to a wide range of multisectoral stakeholders that can influence health, including leaders, educators, researchers, health workers, WHO staff and the broader public.
The overall goal is to support the learning and development needs of WHO staff and stakeholders to progress towards WHO’s “triple billion” goal: ensuring that by 2023, an additional 1 billion people benefit from universal health coverage; 1 billion more are afforded better protection in health emergencies, and 1 billion more enjoy improved health and wellbeing.

DeliverablesDeliverable 1 – Learning design and development:

Objective 1: Design impact-oriented learning solutions.

Output 1.1: Organize interdisciplinary virtual learning design workshops with Subject Matter Experts (SME) and appropriate other WHO Academy members.
Output 1.2: Identify and document learning needs, persona of learners, entry criteria, high-level curricula and learning paths. 
Output 1.3: Co-design learning solutions with a team of SMEs that address priority learning problems defined by the WHO Academy team. This includes learning outcomes, assessments, learning activities and accessibility criteria (list not exhaustive). All these learning elements will comply with the established WHO Academy frameworks, references and tools.

Objective 2: Develop learning programmes.

Output 2.1: Develop effective, efficient, and impactful learning experiences in line with the Academy’s learning model, standards and course production framework.  
Output 2.2: Develop competency-based and outcomes-oriented learning evaluation activities and design course specific learning analytics to maximize learning impact.
Output 2.3: Write storyboards, learning specifications, activities and other relevant learning instructions for internal and external partners to implement the programmes and organize its deployment into the Learning Experience Platform.

Objective 3: Prototype, test, evaluate and improve learning programmes.

Output 3.1: Prototype, test, evaluate and improve programmes based on feedback and data both pre- and post- course launch. 
Output 3.2: Augment efficiency of learning programmes through continuous improvement loop, by measuring learner experience and by checking quality requirements. 

Deliverable 2: Domain-specific Activity.

Objective 4: Develop a toolbox for a specific specialized learning domain.

Output 4.1: Develop a library of principles, activities and assessment approaches for learning to be applied in existing and upcoming learning programmes. 
Output 4.2: Recommend Learning Design team members as per appropriate learning activities in their respective programmes.
Output 4.3: Liaise with technical team or technical champions to include these features into the Academy Learning Experience Platform. Document the functional requirements for further implementation.

Educational QualificationsEssential:

Advanced University Degree in one of the following fields:  Educational Sciences (Adult Learning, Learning Technologies, Curricula Management, Instructional Design) or any other related fields.
Behavioural Science, Educational Psychology.

Desirable:

PhD in Educational Sciences or related fields.

Experience:Essential:

At least 5 years of relevant experience in any learning science related field (curricula building, instructional design, learning technologies, etc).
Experience in health sector
Previous experience in working with multiple stakeholders in a diverse environment (multiple cultures, time zones, countries/regions, languages, etc).

Desirable:

Experience in Project Management.
Experience in Learning Production with overall understanding of major e-learning authoring tools (Adapt Learning, Storyline, Lectora, Captivate, etc).
Experience in implementing learning solutions in LMIC. 
Experience working with World Health Organisation or with international organizations.

Skills/Knowledge:Essential:

Ability to deliver and achieve results.
Excellent communication and writing skills.  
Technical writing skills.

Languages required:Essential:  

Expert knowledge of English.

Desirable:

Knowledge of any other WHO languages.

Travel:

The consultant is expected to travel.

Remuneration/SalaryBand level B – USD 7,000 – USD 9,980 / Month.
