Job Title: Health Promoter Supervisor

Main Objective and Responsibility of the Position

Implement and supervise educational campaigns to increase awareness of the targeted population to promote prevention and treatment of diseases in the project area, in close collaboration with the medical team and Watsan.

Accountabilities

In close collaboration with the HP manager, participating in the definition and update of the HP/IEC strategy and identifying indicators in order to monitor HP activities, results, and achievements. Supporting the HP manager in organizing and carrying out assessments and research on the impact of HP activities and identifying and reporting the constraints, difficulties or strength points of the HP strategy inside and outside the medical structures in order to reinforce the link between the communities and the project.
Providing support in selecting and developing quality pedagogical communication strategies towards the community. Planning information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.
Informing, according to protocols, community members and identified risk groups (prisons, army, sexual workers, etc.) about health related issues.
Organizing health awareness sessions for MSF’s medical and non-medical staff.
Identifying key actors (local authorities, local NGOs, traditional healers, formal or informal authorities) and being the focal point for the networking in order to support the dissemination of health information of the target population, and be the point of reference for the relation and networking with these subjects.
Organizing, training, and supervising the HP team in terms of planning and organizing their work, supporting, evaluating and coaching of personnel, collecting reports and reporting the activities of each health worker and regularly visiting communities that are under his/her responsibility.
Supervising, in close collaboration with the HR department, the HR associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
Ensuring cleanliness of IEC (information, education and communication) areas
Collecting and reporting to the medical team any information linked to the health situation of the population and the patient.

MSF Section/Context-Specific Accountabilities

In close collaboration with the MAM and flying IECHP manager: identify indicators in order to monitor HP activities, results, achievement, use the concrete tools to measure, and follow up those activities.
Organize, train, and supervise the team of health promotion related staff in terms of:

Planning and organizing their work (areas, days, absences, visits, holidays, etc);
Support, evaluation and coaching of personnel;
Visiting regularly communities that are under his/her responsibility;
Support in elaboration/improvement of materials and identification of strategies for delivering the focused information to the community.
Reporting (collecting reports of each health worker and report his/her activities)
Support the MAM in organize and carry out assessment and research on the impact of HP activities.

Collect rumour, misperception, any feedback from community and report to the medical team any information linked to the health situation of the population and patients
Follow up of the community engagement activities with IEC officers and Community health educators
Conduct regular exit interview as part of people centre care (PCC) and any other surveys as per the project needs and produce report timely.
Spread MSF principles and increase the visibility of the organization through the work of the CHE in the community and with regular contacts with community leaders and other community representatives.
Plan and prepare material, organize and implement health promotion activities (SRH, SGBV, Lassa fever, use of mosquito bed nets, hand hygiene, proper of latrines/showers in the camps and health education sessions, messages and topics addressed to different populations regarding hygiene, diseases and prevention.
Assess and address the training needs of the IEC HP officers and community health educators and in collaboration with the MAM, ensure appropriate training done after recruitment to ensure proper and universal messaging on deployment to the camp cluster
In collaboration with MAM and MTL, evaluate the quality of activities implemented and contribute to their improvement.
Contribute in the elaboration of relevant material and establishment of adequate strategies for delivering the focused information to the community.
Ensure delivery of information to community regarding hygiene, diseases and prevention using proper tools and informing communities about MSF and services provided.
Monitor, collect from the community health educators and report to the medical team/MAM, any information linked to living conditions and the health situation of the population (e.g. food security, vaccination status, nutritional situation, detect medical needs of the population, number of people arriving or leaving the community, births and deaths in the community, vaccination status of children, etc.).
Identify constraints, difficulties or strength point of the HP strategy inside and outside the medical structures, and report it to the MAM, to reinforce the link between the communities and the project.
Identify, design and search for pedagogical material and illustrative tools useful for the activities in order to improve quality and intelligibility of the messages
Inform, according to protocols, community members and identified risk groups (IDP, sexual workers, etc.) about health related issues.
Plan information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.
Support updating actors mapping and identification of community influentials (religious leaders, traditional birth attendants, youth leaders, women’s groups, etc.) and facilitate common ground understanding using a community-based approach and participatory assessments.
Involve and play an active role in other activities related to the program
Contribute to MSF image in the community
Monitor, collect security information and report accordingly to Project Coordinator.
Ensures that all staff under their supervision perform their duties observing the MSF policies and in compliance with relevant SOPs of the department. Reports to manager immediately whenever compliance is not or cannot be met.
In collaboration with the MAM and medical data entry person, ensure weekly data updates of the health promoting activities and contribute to the monthly medical report.
Report to line manager (MAM): difficulties the HP team might encounter during meetings with population in camps and any loss/damage of MSF material /equipment.
Submit weekly all DHIS and IDP movement update data to data supervisors timely
Maintain confidentiality regarding all information observed or registered.

Requirements (Qualifications / Experience / Knowledge)To apply for this role applicants MUST meet the following criteria:

Education:

Essential Diploma in Social Sciences or Education / Pedagogy / or Social Work, Nurse (CHEW acceptable) and Public Health
Post Graduate qualification in Health Promotion/IEC specialization/Global Health/Public Health/Community Health is desirable

Experience:

Essential working experience in MSF (1 year minimum) in Health Promotion activities,
Essential working experience in Nutrition, Malaria, Vaccination (EPI), Maternal & Child Health, Health Promotion or Community Health related work.

Languages:

Fluent in English (verbal/written) and Local languages: Tiv, Idoma, Hausa (verbal/written essential)

Knowledge:

Desirable basic computer skills

SalaryNGN 388,517 / Month
