Rehabilitation Empowerment and Better Health Initiative (REBHI) is a National Non-governmental organization that aims to respond to the need of vulnerable communities through supporting self-reliant empowerment activities particularly for women and youth and other vulnerable members of the society.

Job Title: Community Volunteer

Location: Borno
Employment Type: Contract

Background

  • The project Promoting Access to Integrated GBV Services to Conflict Affected Communities in Borno State is a 8-month project (November 2022 – June 2023) funded by the Nigeria Humanitarian Fund (NHF) and implemented by the Rehabilitation Empowerment and Better Health Initiative (REBHI) in Bama LGA of Borno state.
  • The project targets vulnerable populations in IDP camps and host communities in Bama with the aim of reducing suffering and vulnerability to GBV, SGBV & SEA for women and girls of reproductive age.
  • The project will also support the co-ordination of the GBV sub-sector through co-ordination of the dignity kits technical working group (which REBHI leads) by assessing reviewing and implementing the needs of beneficiaries into the standardized dignity kits contents.

Job Description
The Community Volunteer will be responsible for the following:

  • Conduct door-to-door sensitization on GBV prevention and reporting by community volunteers within IDP camps and host communities of target locations.
  • Assist in program coordination, which may include focus group discussion, key informant interviews andone on oneinterview with respondents based onprogramdeveloped and supplied by the program lead.
  • Promote program intervention within community, especially integrating community leaders and decision makers.
  • Assists in developing ways in which community involvement can be increased and community groups strengthened;
  • Liaise closely with local actors and other local stakeholders to raise the awareness, sensitize and engage them at grassroot level.
  • Provision of linkages to community-based structures relevant for project implementation.
  • Participatein overall implementation of the activities asmay beassigned by the project team lead.
  • Gather and accurately record responses from the community members as the need may demand.
  • Submit completed reports and other equipment used in fieldwork to the supervisor and will, if required to do so, compile his/her findings in a format required by the GBV Officer.
  • As part of each assignment, he or she willparticipatein briefings; carry out data collection, data entry and/or reporting.

Requirements

Job Title: Finance Officer

Location: Borno

Background

Job Description

  • Provide technical assistance in terms of accounting (use of Excel, QuickBooks), financial management, financial policy formulation, and systems of internal control to ensure compliance in terms with donor rules and regulations.
  • Review budgets and provide assistance and guidance.
  • Explain donor requirements and organizational financial policy & procedures to staff and ensure compliance.
  • Facilitate timely funds advance request and liquidation.
  • Ensure submission of timely and accurate accounting and financial reports to program manager.
  • Monitor burn rate and offer timely advice to programs team for prompt action and decision-making.
  • Monitor and track finance related performance measurement indicators and implement strategies to improve performance.
  • Prepare and review on a monthly basis, donor-specific bank reconciliation statements and receipts/deposits reconciliations.
  • Support the preparation of financial reports based on donor requirements.
  • Ensure proper filing (electronic and hard copy) of grants financial reports.
  • Ensure that partners used the standard financial reporting templates and formats for their reports.
  • Prepare and populate the projects expenditure tracker.

Travel Advances:

  • Ensure that filing of travel advances, per diem calculations and travel reconciliation forms are reviewed;
  • Ensure that all travel and purchase advances are processed on time.
  • Perform any other project related duties as specified by the supervisor.

Technical Expertise, Skills And Knowledge
Essential:

  • Degree in Accounting or equivalent.
  • Minimum of 3 years’ experience in donor funds grants management.
  • Fluency in local language and English required.

Job Title: Program Officer

Job Description

  • Support in the implementation and management of the project
  • Developing work-plans, budgets and overseeing implementation of activities
  • Developing monthly, quarterly, semi-annual and annual progress reports, project presentations, and program updates
  • Finalize reports on activities, outputs and outcomes; as well as donor reports;
  • Development and submission of donor financial and narrative reports;
  • Ensure adherence to work-plan and budgets in planning and implementation of programs/ project;
  • Maintain synergies within and with other program/ project teams and M&E teams
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators.

Job Title: Program Manager

Job Description
The Program Manager will provide project management for a number of programs in the research and communications field. Typical tasks include

  • Developing project management plans, work-plans, Gantt charts and resource plans
  • Program development and designing projects, including theories of change, strategic frameworks, activity design, M&E frameworks, resource plans and financial plans
  • Finalizing monthly, quarterly, semi-annual and annual progress reports, project presentations, and program updates
  • Manage the submission of donor financial and narrative reports
  • Overseeing the coordination of project partners and other stakeholders e.g. consultants, media, and civil society
  • Ensure adherence to work-plan and budgets in planning and implementation of programs/ project

Job Title: Case Worker

Location: Bama, Borno
Employment Type: Contract

Background

  • The project Promoting Access to Integrated GBV Services to Conflict Affected Communities in Borno State is a 8-month project (November 2022 – June 2023) funded by the Nigeria Humanitarian Fund (NHF) and implemented by the Rehabilitation Empowerment and Better Health Initiative (REBHI) in Bama LGA of Borno state.

Roles and Responsibilities

  • Provide direct, one-on-one and ongoing case management services, including safety planning
  • Provide direct, one-on-one emotional support to survivors throughout case management process including final case evaluation and closure
  • Provide referrals for survivors to other services including child protection and specialized mental health services, accompany of survivors where appropriate and conduct follow- up to ensure appropriate services have been provided to the survivor.
  • Identify gaps in referral services and report these gaps to the GBV Officer for action.
  • Liaise with community volunteers for purposes of survivor follow-up as part of case management to individual survivors.
  • Ensure survivor-centered services, including adherence to guiding principles of respect, confidentiality, safety and security and non-discrimination
  • Complete and maintain case management records to maximize confidentiality and safety
  • Participate in case review meetings and referral coordination meetings if needed
  • Submit case management reports on a weekly and monthly basis
  • Conduct an analysis of trends of GBV incidences and related information on a quarterly basis and present report to the GBV Officer for advocacy and program future program

Requirements & Competencies

  • Demonstrated commitment to helping others.

  • Experience working with survivors of GBV an asset
  • Previous training / experience in GBV programming an asset
  • Comfortable in living and working in Jere and Monguno.

 

 

Job Title: Monitoring & Evaluation Officer

Location: Borno

Responsibilities
Design and Implement M&E System:

  • Develop and implement M&E plan of project to generate regular information related to progress of the project.
  • Develop common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process.
  • Provide technical support to program staff on implementing M&E plan and logical framework.
  • Liaise with project management to collect and analyze data and to determine progress achieved.

Project Information Management:

  • Track project’s output and outcome level results on the periodic basis in close coordination with project’s implementing team as well as with IPs.
  • Collect, check, verify and compile data from the field as stipulated in the M&E plan.
  • Review and compile monitoring reports, project progress reports, evaluation reports, photographs, case studies video documentaries, power point presentation, etc.
  • Update and maintain the project database.

Capacity Development in M&E

  • Provide technical support to staff members for all M&E related activities.
  • Train staff members on M&E concepts, skills and tools.
  • Work closely with implementing team for enhancing their capacity for proper data collection and reporting.
  • Contribute to design TOR, training materials, communication materials related to project and M&E System.

Quality Assurance:

  • Review field level assessment reports, baseline studies and evaluation reports.
  • Ensure that reports from partners/consultants are complete and meet the quality requirements.
  • Undertake the quality control of project’s implementing strategies and approaches.

Reporting And Documentation:

  • Prepare the M&E unit’s periodic progress report and submit to supervisor.
  • Assist project team to prepare period reports of project through providing M&E related information.
  • Collect and/or assist to collect case story, best practice documentation, lesson learn; and update and manage that information in project’s reports and other knowledge products.
  • Work closely with the project to ensure that lessons learned from project evaluations are documented properly.
  • Contribute for developing and managing knowledge products (knowledge management) of project.

General Responsibility:

  • Prepare monitoring field visit plan and conduct monitoring visit as and when required.
  • Conduct regular monitoring to project’s interventions to ensure the quality delivery of inputs and contribute for generating expected results.
  • Participate in internal and external monitoring mission.
  • Work closely with the project team member and relevant stakeholders for monitoring and evaluation of project interventions.
  • Assist to organize and facilitate various events such as meetings, workshops, conferences, and seminars.

Job Description
Procurement:

  • Arrange for procurement of equipment, supplies and services;
  • Arrange for equipment maintenance and insurance as required;
  • Ensure that contractual processes follow the stipulated NHF procedures;
  • Physically clear and ensure delivery of equipment and supplies procured;
  • Maintain an equipment and spare inventory including verification and transfer when required.

Administrative Support:

  • Serves as point of contact for logistical and administrative needs in the office.
  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;
  • Provide support to international consultants as concerns communication, contracts, agenda, visas, hotel reservations, etc.;
  • Maintain records on all project personnel/national consultants and their respective status (contracts, ToRs, time and attendance – if appropriate, etc.) in accordance with accepted policies and procedures;
  • Prepare and issue contracts;
  • Make pertinent logistical arrangements for the prompt and effective implementation of activities;
  • Maintain files and records;
  • Arrange external and internal meetings.

Financial Management:

  • Prepare requests for advance of funds and/or direct payments;
  • Monitor budget expenditures and maintain a proper record of budgets and spending;
  • Prepare proposals for budget revisions;
  • Prepare and submit expenditure and budget status reports;
  • Liaise with internal or external auditors wherever required;
  • Prepare reports as scheduled and special reports as required for budget preparations and audit;
  • Advise and assist international and national consultants and others on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services;
  • Undertake other financial and administrative tasks on an ad hoc basis.
