The Women and Children Health Empowerment Foundation (WACHEF), is a Non-Governmental Organization (NGO) registered to practice in Nigeria. The NGO works in partnership with public, private and other non-government organizations to promote accountability, good governance and contribute in achieving equitable, sustainable and quality healthcareand social services delivery among the poor and vulnerable population, especially women and childrenin Nigeria. WACHEF was registered with Taraba State Government in 2001 and with the Corporate Affairs Commission (CAC) of Nigeria in August 2005 with registration number CAC/IT/No 19194.

We are recruiting to fill the position below:

 

Job Title: Program Manager

Job Summary

  • The Program Manager is responsible for overseeing all programming, including ensuring the technical quality of services of the program.
  • The Program Manager works with funders to oversees the development and execution of community action plans and households and vulnerable children case plans, monitors the implementation of plans, directly facilitates technical capacity building, and supports efforts to coordinate with local government and private sector partners.
  • The Program Manager also supports in the implementation of OVC programming in line with National Plan of Action adhering strictly to national service standard with the aim of improving the technical quality of programming for children affected by HIV/AIDS. The Program Manager directs and supervises other project staff including overseeing and managing of Community Case Workers (CCWs) on the project.

Specific Responsibilities
Program Quality and Management:

  • Serve as the lead for the project implementation, overseeing and coordinating all ICHSSA 4 OVC programming, and ensure strong communication and coordination with and between all project members as a means to effectively achieving program objectives.
  • Act as primary point of contact for CSO- ICHSSA 4 in the areas of operations interacting with government and community
  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Support other project staff in developing work plans; track progress on work plans; assist with providing recommendations on challenges that arise during implementation to project team and implementing partners.
  • Use appropriate project management tools (Gantt chart, Work Breakdown Structure etc.) to plan, review and track progress on project implementation as well as on the utilization of project resources.
  • Provide guidance to SI and other staff to ensure appropriate use of MEAL tools and systems most appropriate for the project to generate timely, reliable data that informs project decision-making, captures project impact, and meets PHI agency-wide and donor reporting requirements
  • Provide the over arching support towards enrolling and service provision towards attaining the vision 95-95-95 of USAID/ PEPFAR on the ICHSSA 4 Project.
  • Maintain up to date documentation related to project approval, monitoring and implementation.

Organization and Management functions

  • Submit timely and accurate reports related to progress and other reports as required to the donor.
  • Provide financial management support to Finance officer on the project budget.
  • Support recruitment of CSO staff for the project and key positions for other project team partners.
  • Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Hold regular staff meetings.
  • Ensure staff compliance with all organization administrative and operational procedures and policies, as well as applicable donor regulations.
  • Ensure annual performance planning and reviews of staff performance in keeping with the organization’s performance management system.

Administrative Functions:

  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance management, etc.
  • Strong analytical, organizational, and management and leadership skills.
  • Experience in vulnerability assessments, beneficiary registration, distributions, monitoring and evaluation in emergency situations preferred.
  • Knowledge of at least three of the following areas: HIV/AIDS care and support, OTZ, Child protection, household economic strengthening, Social protection, nutrition including; social service systems strengthening, M&E; and quality improvement.

Qualifications
Desirable:

  • First Degree in Social Science, Education, International relations, International Development or related field.
  • Must be a middle-aged person and energetic
  • Able to manage relationships to achieve results;
  • Strong written and spoken communication skills in English.
  • Strong computer skills (MS Word, Excel and Power Point).
  • Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
  • At least 3 years demonstrated professional experience in managing, coordinating and supervising a team working with local community organizations, families and communities.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Skilled in influencing and obtaining cooperation of individuals;
